Public Security has been getting a boost from changes in policy pretty recently - within the last couple of years, really - and support from some of the super rich, including this guy "Ven" who runs a giant tech company. No one has been able to provide any real proof that Ngozi - uh, she's the head of Public Security - is involved in shady political or financial dealings, but there's definitely something going on.
