And among those that do, they're missing the things Shepard associates with that status; extra-solar colonies, faster-than-light travel, regular diplomatic contact between races... hell, the beurocracy had been a pain in the ass, but it had represented something important. Stability. Mutual obligation to one another.
In her worldview, humans are scrappy and tough and smarter than anyone gives them credit for. In this one, her version of humans are like aliens themselves, advanced by comparison to even the next-runners-up. It's a little unsettling.]
