There's nothing Sam can say right now to convince Bucky to give up any of the guilt he carries. He's forgotten so much over the decades that giving up any of it would be a disservice to his victims. He can't allow himself to breathe easy. Sam is only one more reason to feel this guilt, this pain that continuously bubbles up through his limbs. The more he fights the programming, the more Sam gets hurt and he's not sure what else to try, other than the words.
