In another world, another life, there was a rule that did not have the enforcability of law, but which all sensible people in the Galaxy obeyed regardless; when a Spectre wants to do something, get out of their way. If one travels to the dark and shadowed edges of things, one can find those less sensible, the blind, the prideful, and the ignorant. It has been Shepard's privilege to disabuse that number of the idea that there is some authority, moral or otherwise, to which they can appeal when it comes to contradicting her demands.

There is no such authority, she does as she feels necessary, to achieve her goals.

It's just on noon, when Shepard walks into the little compound of barracks housing the Descendants. She's still veiled, but more tightly, tied around in unattractive lumps, belted where necessary, sans the outermost cloak. But she moves with confidence, and she's carrying a box. It's empty, and she's given a similar container to Damon; that's the old adage, isn't it? Move with purpose, carry a burden, do not stop or allow yourself to be questioned, and no one will question you. You're busy, after all, and with no time for these things.

They walk in like they own the place. By the time they walk out, that might just be true.
